Core Responsibilities

  • Takes a leadership role in ensuring that Human Performance Improvement (HPI) error avoidance tools are incorporated into daily work activities, cascaded and made part of the fabric of doing work in order to achieve error free operation.
  • Assists with the daily operation of the O&R electric transmission system at the Energy Control Center (ECC) during both normal and emergency operating conditions, during transmission and distribution contingencies, and during customer and equipment restoration efforts.
  • Provides daily oversight, supervision, training, leadership and direction to the ECC Senior System Operators and System Operators. Manages performance feedback of direct reports to ensure compliance requirements are met while building teams that are engaged and aligned with key stakeholders. Provides performance feedback to the Chief System Operator - O&R.
  • Delivers operational, technical, procedural, and incident management support to the ECC on all issues and events during the daily operation of the O&R transmission system.
  • Maintains a working knowledge of all duties (normal and emergency actions) of the Senior System Operator and System Operator so as to effectively supervise the subordinate functions to ensure system security is maintained.
  • Trains and develops the ECC System Operators in both technical and leadership categories. Develops employee skills by identifying appropriate training and leadership courses in addition to providing opportunities for growth.
  • Monitors the operation of the O&R transmission system to ensure operating, scheduling, procedural, electric interface and reporting compliance.
  • Reviews and comments on new station equipment, configuration and operating specifications.
  • Implements the initial and continuing training programs for the Energy Control Center Operating personnel in a manner that is consistent with established departmental Systematic Approach to Training procedures. Ensures all regulatory and related training requirements are met and evidence maintained to document those efforts. This includes but is not limited to the development of all course learning objectives and materials, delivery of the material itself, thorough and accurate training record documentation, and use of the Dispatcher Training Simulator.
  • Assists departmental compliance personnel with the preparation of operator training related evidence for regulatory audits (e.g., NERC, NPCC, PJM, etc.). As needed, presents operational and training related evidence during on-site audits.
  • Participates in all assigned NYISO and PJM working groups and committees. As needed, presents working group and committee topics to the Chief System Operator for review.
  • Represents the Chief System Operator at internal and external company meetings, as required.
  • Investigates operating incidents, and issues to determine root cause and lessons learned to prevent recurrent incidents. Communicates these to the operators and staff.
  • Develops and implements new operating procedures and guidelines, and revises existing procedures and guidelines, as required, to improve system reliability and productivity, and to help standardize communications and operating criteria. Leads team studies and special projects.
  • Participates in the Company's emergency management processes and storm plans.
  • Assumes the delegation of authority for the Chief System Operator (CSO) in his/her absence.
  • Performs other related assignments as required.

Required Education/Experience

  • Bachelor's Degree minimum of 8 years of relevant experience

Preferred Education/Experience

  • Bachelor's Degree in engineering, science, IT, or business, or other technical disciplines. Electrical engineering or power system degrees are preferred.

Required Work Experience

  • A minimum of seven (7) years of experience in an electric power system environment is required.
  • Experience in electric Transmission and Distribution System operations, or electric generation plant operation, or energy management control systems is required.
  • Prior O&R Senior System Operator or System Operator experience is preferred.
  • Must have a basic understanding of NYISO and PJM Operations and overall transmission system planning.
  • Must obtain and maintain applicable NERC and PJM Operator Certifications. Certifications must be earned within nine (9) months from the date of assuming the ACSO position.
  • Prior supervisory experience is preferred. Preference given to those with experience supervising operators at an Electric Control Center.
  • Must have demonstrated ability to exercise independent judgment, and render sound business decisions.
  • Must have strong oral and written communication skills and the ability to effectively interact at all levels across the organization.
  • Must possess strong leadership skills to initiate and champion changes and have the ability to influence and persuade other in order to improve work practices/processes.
  • Must be able to work well in team situations; participate in cross-functional teams as required.
  • Requires strong written and verbal communication skills to include the ability to interact with personnel on all levels and excellent presentation skills.

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be willing and able to travel to various corporate, NYISO and PJM locations.
  • Must be able and willing to travel within Company service territory, as needed.
  • Must successfully pass a Personnel Risk Assessment which includes a 7-year background check, and training associated with NERC Critical Infrastructure Protection Standards (CIPS).
  • Must pass drug/alcohol testing as required by corporate policy.
