Job Description

Core Responsibilities

  • Ensures implementation of Company safety, health and environmental programs for our employees.
  • Develops performance standards, criteria and goals in conjunction with the operating area and continually measures performance and reports on status and goal attainment.
  • Promote a culture that supports high standards, ethical behavior and open communication in all environmental, health and safety compliance activities and follow up to ensure corrective actions are implemented. Provide oversight on eHASPs for contractors and non-Company personnel.
  • Develops plans, programs and strategies to ensure that we effectively protect workers, the general public and the environment from hazards associated with Company operations and activities.
  • Ensures that all local operations are conducted in compliance with all federal, state and local environmental, health and safety regulations and standards as well as Company procedures and protocols.
  • Serves as the operation area's central source for all environmental, health and safety information including governmental codes and regulations as well as Company policies, procedures and programs.
  • Develops and implements effective programs for distributing and disseminating environmental, health and safety related information to all steam employees.
  • Serves as the steam liaison with other corporate departments, operating areas and regulatory agencies regarding environmental, health and safety matters or concerns.
  • Reviews and critiques steam operations procedures, work practices and emergency preparedness through document review, by conducting drills and simulations and benchmarking against past performance in order to ensure environmental, health and safety excellence.
  • Audits management, field crews and contractor performance, assesses the effectiveness of their environmental, health and safety efforts, document deficiencies and aggressively pursues corrective or remedial measures to assure the protection of the worker, the general public and the environment.
  • Develops expertise in environmental, health and safety matters pertinent to the operating area and provides advice, counsel and information to all levels within steam.
  • Ensures that all documentation including, but not limited to, permits, licenses, certificates, reports and inspection records are submitted and/or maintained in a timely, complete, accurate and accessible manner as required by governmental regulations and Company procedures and policies.
  • Engenders and supports a culture of honesty, integrity and openness regarding environmental, health and safety issues.
  • Establish and review Administrative Directives and EH&S procedures to ensure they cover all of the EH&S functions and are in compliance all EH&S Operations and corporate procedures as well as government regulations. Review work safety practices by conducting frequent inspections of work areas and taking corrective action when necessary to maintain high standards.
  • Utilize appropriate mainframe and/or computer systems (e.g. SHIMS, EMIS). Maintain the integrity of the systems used through security practices.
  • Serve as a local public liaison to help maintain a good working relationship with the community. Act as an organization's spokesperson with agencies including the NYSDEC, NYCDEP, USCG, NYFD, USEPA, and OSHA. Keep upper management apprised of significant events which may challenge the safety or continued operation of the steam operations equipment or facilities. Assume the role of Incident Commander when required.
  • Enforce company rules and terms of the collective bargaining agreements. Initiate disciplinary action and participate in the settlement of grievances as necessary. Improve the morale, accountability and productivity of EH&S Operations personnel by identifying and resolving work-related problems. Provide service re: personnel-related policies and procedures.
  • Identify areas for improvements and participate on cross-functional teams as required.
  • Provide reports and respond to inquiries from the operating areas. Communicate environmental and safety goals and statistics based on KPIs and company standards.
  • Assign work, supervise and manage the performance for department personnel. Must promote a zero-harm culture, 100% compliance, operational excellence and effective cost management.

Required Education/Experience

  • Bachelor's Degree and 8 years' relevant work experience work experience includes 5 years within EH&S and/or powerplant or
  • Master's Degree and 6 years' relevant work experience work experience includes 5 years within EH&S and/or powerplant

Preferred Education/Experience

  • Bachelor's Degree in a related discipline, such as safety, engineering, physical science, or biological science
  • Master's Degree in a related discipline

Relevant Work Experience

  • Minimum 5 years supervisory and/or managerial experience. Required

Physical Demands

  • Must climb ladders and stairs
  • Must be approved and able to wear either a full- or half-face respirator without facial hair or other condition that may interfere with the seal, in accordance with OSHA regulations.
  • Must stand, walk, and climb ladder and stairs for a whole shift
  • Must travel to company locations to work on storm restoration and heat contingencies

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be available to respond to emergencies on a 24-hour basis.
