Job Description

Core Responsibilities

  • The Section Manager will be responsible for developing and leading the implementation of strategies to ensure the Shared Services organizations (USS & CSS) operates in full compliance with applicable federal, state and local environmental, health and safety regulations and standards, as well as Company policies, procedures and protocols. The Section Manager will also facilitate efforts to achieve a zero-harm culture.
  • Ensure that the safe practices are followed in accordance with Company policies and governmental regulations. Implement Company health and safety programs. Ensure compliance with environmental regulations and program procedures applicable to Shared Services (USS & CSS) personnel.
  • Respond to and investigate inquiries on all EH&S incidents to determine the root cause and establish the appropriate corrective action plans. Oversee accident and workplace injury investigations. Provide guidance on Close Call reports and the resolution of Time Outs.
  • Develop EH&S performance standards, criteria and goals in conjunction with the operating organization; continually measures performance and reports on status and goal attainment, including the use of the Safety Leadership System (SLS).
  • Promote a culture that supports high standards, ethical behavior and open communication in all environmental, health and safety compliance activities and follow up to ensure corrective actions are implemented. Provide oversight of eHASPs for contractors and non-Company personnel.
  • Develop plans, programs and strategies to ensure that we effectively protect workers, the general public and the environment from hazards associated with Company operations and activities.
  • Ensure that all local operations are conducted in compliance with all federal, state and local environmental, health and safety regulations and standards as well as Company procedures and protocols.
  • Collaborate with the Shared Services Organizations (USS & CSS) to ensure all compliance plans (HWCP, SPCC, RMP, HCP, RPP, EAP etc.) are maintained current in compliance with applicable regulatory agencies
  • Develop and implement effective programs for distributing and disseminating environmental, health and safety related information to all operating organization's employees.
  • Serve as a primary source for all environmental, health and safety information including governmental codes and regulations as well as Company policies, procedures and programs.
  • Be familiar with all relevant operating organization procedures, work practices and emergency procedures to ensure environmental, health and safety excellence. Develop expertise in environmental, health and safety matters pertinent to the operating organization and provide advice, counsel and information to all levels within the operating organization.
  • Support contractor safety efforts/programs for Shared Services organizations (eHASP, COS etc.)
  • Support the management of all EH&S-related documentation including, but not limited to, permits, licenses, certificates, reports and inspection records relevant to the operating organization are submitted and/or maintained in a timely, complete, accurate and accessible manner as required by governmental regulations and Company procedures and policies.
  • Foster and support a culture of honesty, integrity and openness regarding environmental, health and safety issues.
  • Utilize appropriate computer systems (e.g. SHIMS. EMIS, Power BI etc.) to manage EH&S incidents. Maintain the integrity of the systems used through security practices. Provide reports and respond to inquiries from the operating organization. Communicate environmental and safety goals and statistics based on KPIs and company standards.
  • Serve as a local public liaison to help maintain a good working relationship with the community. Act as an organization's spokesperson with agencies including the NYSDEC, NYCDEP, USCG, NYFD, USEPA and OSHA. Keep senior management informed of significant EH&S-related events.
  • Identify areas for improvements and implement improvements/corrective actions as needed. Participate on cross functional teams as required.
  • Coordinate and/or participate on Union or Union/Management Safety Committees.
  • Develop team bench strength by encouraging cross-training and development of EH&S expertise in relevant areas.
  • Develop expertise in environmental, health and safety matters pertinent to the operating organization and provide advice, counsel and information to all levels within the operating organization.

Required Education/Experience

  • Master's Degree and 6 years' related experience or
  • Bachelor's Degree and 8 years' related experience

Preferred Education/Experience

  • Bachelor's Degree Environmental Science,
  • Safety, Engineering, Physical Science, or a related field. and 8 years (including 3 years
  • of relevant EH&S experience) Related work experience in EH&S, knowledge of Facility Management, Fleet Safety
  • Bachelor's Degree Non-related field (e.g. business, social sciences, etc.) and 8 years (including 5 years
  • of relevant EH&S experience) Related work experience in EH&S, knowledge of Facility Management, Fleet Safety
  • Master's Degree Environmental Science,
  • Safety, Engineering,
  • Physical Science, Business or a related field. and 6 years (including 3 years of EH&S experience) Related work experience in EH&S, knowledge of Facility Management, Fleet Safety

Relevant Work Experience

  • 5-7 years Supervisory and/or managerial experience Required
  • Must have 6 to 10 years related experience. Required
  • Demonstrated ability to obtain results. Required
  • Must successfully complete training in the Corporate EH&S Procedures within two (2) years of assignment Required
  • Must be highly motivated individual, demonstrate a strong Commitment to Excellence, and understand the vital importance of personal accountability. Required

  • Must demonstrate proficiency with word processing, spreadsheets and/or an ability to quickly become proficient with database packages including Microsoft Office (including Teams), EMIS, SHIMS, and Maximo. Required

  • Must respond to system emergencies
  • Must work at field locations in all weather conditions
  • Must climb ladders and stairs
  • Must work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Must travel to company locations to work on storm restoration and heat contingencies
  • Must wear all necessary personal Protective Equipment (PPE), including; fire retardant clothing and safety harness

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able and willing to travel within O&R and CECONY service territory, as needed.
