Job Description

Core Responsibilities

  • The selected candidate will prepare conceptual, authorization and appropriation cost estimates for multidiscipline construction projects of substation and transmission facilities.
  • Will develop estimates based on preliminary work scopes, drawings and sketches, and site conditions, while relying on personal experiences to fill in missing information.
  • Will rely on construction expertise to determine means & methods and inform the project schedule.
  • Will reference historical data and cost libraries to determine costs for specific activities and resources.
  • Requires an understanding of the capital budget process and utility economics in the preparation of authorization and appropriation estimates used to obtain project funding approvals.
  • Will contribute to the development of project work scopes during estimate preparation to ensure project constructability and lower costs.
  • Will evaluate alternative designs and contribute to the optimum design selection.
  • Meets with engineering, construction and the user organizations to ensure all aspects of the project have been incorporated in the estimate.

Required Education/Experience

  • High School Diploma/GED And 6 years applicable experience in any of the following areas: power utility or heavy industrial cost estimating experience in at least one discipline (e.g., electrical, civil, mechanical, etc.) with knowledge in other disciplines , OR transmission, distribution or generation engineering design, OR transmission, distribution or generation construction experience - SPECIALIST (1H) Or
  • Bachelor's Degree And 2 years of applicable work experience in any of the following areas: power utility or heavy industrial cost estimating experience in at least one discipline (e.g., electrical, civil, mechanical, etc.) with knowledge in other disciplines, OR, transmission, distribution or generation engineering design, OR
  • transmission, distribution or generation construction experience - SPECIALIST (1H) Or
  • High School Diploma/GED And 8 years applicable experience in any of the following areas: power utility or heavy industrial cost estimating experience in at least one discipline (e.g., electrical, civil, mechanical, etc.) with knowledge in other disciplines, OR transmission, distribution or generation engineering design, OR transmission, distribution or generation construction experience - SENIOR SPECIALIST (2L) Or
  • Bachelor's Degree And 4 years of applicable work experience in any of the following areas: power utility or heavy industrial cost estimating experience in at least one discipline (e.g., electrical, civil, mechanical, etc.) with knowledge in other disciplines, OR transmission, distribution or generation engineering design, OR transmission, distribution or generation construction experience - SR SPECIALIST (2L)

Required Work Experience

  • REQUIRED EXPERIENCE:
  • The candidate must have experience in engineering, design, and/or construction of substations and/or electric transmission facilities, OR applicable type experience.
  • Strong oral and written communications skills are required.
  • Candidate must have strong interpersonal skills with the ability to interact with people on all levels.
  • Computer proficiency is required including knowledge of Microsoft Office (Word, Powerpoint, Excel), HeavyBid and/or similar estimating software program.
  • Must be well organized, detail oriented and possess a Commitment to Excellence while providing exemplary customer service.
  • Must demonstrate a high energy level, be well organized, and have the ability to handle multiple assignments and changing priorities.
  • Strong organizational, leadership, and decision-making skills are essential.

  • PREFERRED EXPERIENCE
  • Preference given to candidates with experience in developing electrical, mechanical and/or civil cost estimates for construction projects at substations and/or electric transmission facilities, and/or familiarity with Recommended Practices from the Association for the Advancement of Cost Engineering (AACE). Pref

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be willing and able to travel throughout the company service territory.
  • Must be willing and able to travel to field locations and wear the appropriate PPE as needed.
  • Must be willing and able to work in substation / switching station areas (in and around live electrical equipment).
  • Must be willing and able to crawl and walk between electrical equipment.
  • Must be willing and able to walk extensively indoors and outdoors and climb ladders.
  • Must be willing and able to work in all weather conditions.
